  • A rural area is any area outside a metropolitan statistical area or outside the boundary of any city or town having a population of 20,000 or more according to the decennial census.

In other situations, the investment may also be approved if it’s made to assist a company that is having serious financial trouble. If this is the case, the investment does not necessarily have to create new employees. However, existing employees must be retained for at least two years. The investor should also be involved in the business through some kind of official role.

This investor must do other things to obtain his or her permanent residency. That immigrant must agree to work with an approved regional center that has the mission of spurring economic development and job creation. Proving that the investment will create more exports to other nations may also sometimes be required.
